I do not see it in quite the terms described by the noble Lord. Yes, there will be access, but only on the basis of consent. However, I do not think that commercial organisations will necessarily want to approach this in the manner described by the noble Lord. He is right to say that they will have to pay for the information, but given that this will be a service provided by the state to a private-sector organisation, perhaps the noble Lord would agree that that is only right and proper. It is an honest transaction.
