Before the noble Baroness withdraws the amendment perhaps I can ask the Minister a question. The noble Baroness, Lady Scotland, has just said that foreign nationals would not have to put their nationality on an ID card, so why does subsection (8) state:"““In this section ‘residential status’, in relation to an individual, means—""““(a) his nationality;""““(b) his entitlement to remain in the United Kingdom; and""““(c) where that entitlement derives from a grant of leave to enter or remain in the United Kingdom, the terms and conditions of that leave””."
