On several occasions, in rather beaten-up parts of the world, which I shall not name, I have used my passport to demonstrate how important I was and how I could get out of the country. On two occasions I was asked, ““What is the name of the Secretary of State?””. I said, ““Ah, that is a secret; he is there by Royal Prerogative””. I was then asked, ““Is he a subject of the Queen?””. The Minister is saying that it refers to any Secretary of State.
