I understand exactly what my noble friend on the Front Bench is getting at in seeking to remove the word ““National””. But the noble Lord, Lord Phillips, will remember that it is the United Kingdom passport authority that will operate this scheme. Perhaps I may ask the noble Lord, Lord Stoddart, to consider that aspect of the matter.
