The noble Lord is slightly out of date. Most local authorities are now issuing proof of age cards. There are widely-held cards. There are smart cards where the authorisation of identity checking is done properly via schools, and the Portman Group and various others also issue such cards. I am afraid that the noble Lord is out of date.
