I shall try to answer as best I can. I just want to make clear the procedure we have been adopting. As your Lordships know, I have already stood up to answer the debate, and then we have had a number of people who say: ““Before the Minister sits down””. But ““before I sit down”” tends to last quite a long time. So—in answering the noble Lord, Lord Stoddart—for the remainder of the time I propose not to stand up until I am relatively sure that everyone has had their say. I will then stand up and reply. But will the Committee forgive me if I then do sit down, and do not do this ““Before the Minister sits down”” business? I am trying to think about how we can best manage the time. I do want to answer all noble Lords, but I do not want us to extend this in a way that may not be entirely helpful.
