The scheme will help because we will be able to verify the identity of those not currently on the computer. For instance, if someone goes to the police station and says that they are ““Mr Brown””, it will be possible to check the fingerprints against the register to see whether those prints correlate with the name contained therein. So the register will have a use. However, it is not proposed that people should have to carry these cards.
