I appreciate that when the noble Baroness talks about £580 million she is talking about the running costs of the scheme for the Home Office, but surely Parliament is entitled to know the total costs, which include the costs of other departments that are going to use the scheme. Surely she is not saying that she will remain silent about those costs. We are interested in the total costs—the costs for the Home Office and the costs for other government departments.
