My Lords, I hate to interrupt the noble Lord in full flow, but he has touched on an absolutely vital point. I believe that I can assist and reassure him at the same time, in that I have looked at the precise wording of what was said in the Labour Party manifesto, and I hope to persuade the Government to follow what they said that they were going to do, not what they have done in this Bill.
