I do not think we can have interruptions. I had the Floor and I was interrupted by the noble Lord, Lord Foulkes. I have the greatest sympathy with the noble Lord, Lord Phillips. I cannot think of any polling which has taken place where people have been asked, ““Whatever this is going to cost, will you be absolutely happy with it?””. Of course they have not been asked that. Quite clearly people’s affection for the scheme will be conditioned to a very large extent by the cost.
