The noble Lord, Lord Foulkes, perhaps rather rashly started his remarks by saying that this is a hugely popular proposal in the country. However, I think that on reflection he came round to agreeing with me that it certainly will not be hugely popular if individual citizens are required to pay hundreds of pounds for an identity card.
