I hope that I may assist the noble Lord immediately. I made it clear that these are probing amendments. The fact that the Home Secretary is addressing a meeting on the Terrorism Bill constitutes only one factor in the matter. These probing amendments provide the Government with their first opportunity to discuss this raft of provisions.
