The noble Baroness said that she did not propose to go into the question of costs at this stage. However, I am not sure how the amendment could be accepted without knowing what the costs are, because its paragraph (a) states,"““whether the costs and measures needed to establish an identity card scheme are proportionate to the benefits such a system would bring””."
