I shall speak briefly to Amendment No. 251, to which I have added my name. This is the first time that I have seen hybridity ruled out by an Act of Parliament in any Bill, and I have been here for some time. I wanted to leave it out and I am grateful that my noble friend has accepted that this is not the right place in which to introduce a totally new constitutional provision.
