The Minister was kind enough to explain his interpretation of the reason behind my amendment, but I must admit that for once that he failed to satisfy me on what happens if the sea reclaims land or you build a reservoir on the land. Are there rights where there were rights before? Are you allowed to transfer them to something else or are they totally lost? From having read this part of the Bill and the Explanatory Notes, I certainly am none the wiser. Perhaps the Minister might like to have a second go at it.
