Will the Minister clarify something? I am displaying my total ignorance over this. My noble friend Lady Byford referred a few moments ago to the rights of turbary. I recall in 1965 that the opposition—I think that I moved some amendments myself in those days—tried to put the rights of turbary into the then Bill. The government of the day refused to include a reference to registering those rights and all the other rights as well as grazing that are inherent in common law. The noble Lord, Lord Greaves, is searching frantically through the Bill to see whether I am wrong or right. I am almost certain that, in those days, the government refused to allow the register of rights such as turbary and the grazing of pigs—I cannot remember what that is called; it is an agricultural enterprise—
