The noble Lord said: Again, this is a simple probe to my noble friend the Minister. I am always reluctant—and have been reluctant for a long time while I have been in this House—to allow blanket clauses to go through to allow people to make regulations whenever and however. I should be grateful if my noble friend could give me some indication what type of regulations we are talking about, who will make them and where they will be debated. I beg to move.
