I compliment the Minister on his approach to the matter. Certainly from representations to me, it seems that one of the weaknesses of the 1965 Act is that the register is no longer of great use to people on the ground. We are looking at making commons associations, and it is those that will exercise the most important rights. I urge him to go down the route that he proposes. A thought goes through my mind that, if you are going to exercise the rights, it should be your responsibility to register them with the authority.
