The noble Duke said: This is intended as a probing amendment. We were unable to recognise what is said on the apparent intention of this subsection. The Government have tabled an amendment that probably clarifies the meaning but we would be interested to hear from the Minister why the Government have tabled Amendment No. 27, relating to subsection (2), and how they feel it has an impact on subsection (10). I beg to move.
