The noble Lord has asked big questions, which arise out of the debate. They will be part of our consideration. I intend to write to noble Lords when we have had a chance to consider our position on the noble Lord’s points. We will give noble Lords plenty of time to consider what the Government propose to do with the Bill so that they can put down amendments if they are not happy.
