I have heard the strength of feeling on this issue and I hope that it will be appropriate for me to take it away and consider in particular the proposal of the noble Earl for an order of preference. I do not for one moment say that I will come before the House on Report on that basis, but I would like the opportunity to go away and think about the issue a little more.
