I apologise if I missed something earlier. As regards my Amendment No. 32, to which I have spoken, I assumed—I hope that the Minister will be able to clarify this—that we can be assured that the rights of common will only be transferred to Natural England or the Countryside Council for Wales where the relevant commons association is unable or unwilling to accept them, which picks up on the point made by my noble friend Lord Caithness. What will happen where there is no commons association? Does that get gobbled up straightaway automatically or is there a right of redress somewhere that I have not found in the Bill?
