I, too, am concerned about subsections (3)(a) and (b). Why are Natural England and the Countryside Commission for Wales being given the right to buy severed rights? If in the future they decide to extinguish those rights—as it is we have a problem of under-grazing—the position will be exacerbated substantially. I should be grateful if the Minister would go back and have a look, and give me an answer on why it should not just be the commons association that is given the right to acquire any severed rights, rather than some government agency.
