I am grateful for that detailed reply. As always, I will take away what the Minister said and consider it. I think that what he said about express grants was a very firm yes to my question on whether a landowner could turn his land into a common if he wished to do so. If that is the case, it is extremely helpful and useful. Having said that, I beg leave to withdraw the amendment.
