The noble Lord said: In moving Amendment No. 8 it may be for the convenience of the Committee if I speak also to Amendment No. 10. Amendment No. 8 simply puts the question to my noble friend the Minister—bearing in mind the possibilities of the National Assembly for Wales being allowed to enact primary legislation—does subsection (1)(b) allow the National Assembly, if this Bill is enacted, to amend primary legislation? I shall come back to that question in a minute on another amendment.
On subsection (2), which is the object of Amendment No. 10, will my noble friend say what the words ““express grant”” really mean? I am all in favour of Bills being understood by the general public. I have no idea what ““express grant”” means. I beg to move.
