The second part of the subsection appears to allow the appropriate national authority to take away all the powers of the commons registration authority and have them exercised by a different person. It is not merely a case of one particular application where there might be and interest. I understand the point being made and I will go away and think about it. On present reading, the subsection appears to say that the national authority can close down the common registrations authority as regards a particular county council and take over the powers. Perhaps I may have an answer to that in due course.
