Commons Bill [HL]

Proceeding contribution from Lord Bach (Labour) in the House of Lords on Tuesday, 25 October 2005. It occurred during Debate on bills and Committee proceeding on Commons Bill [HL].
moved Amendment No. 4:"Page 2, line 15, leave out from ““may”” to end of line 18 and insert—" ““(a)   require or permit other information to be included in a register of common land or town or village greens; (b)   make provision as to the form in which any information is to be presented in such a register.”” The noble Lord said: The amendment clarifies the powers to enable information to be entered into the registers of common land and town or village greens. At present, the registers contain notes about private rights, such as easements and mineral rights, and certain matters of public record such as the existence of limitation on public rights of access. It would also be helpful if the Bill enabled entries to be made in the registers about rights of grazing other than common rights—for example, tenants’ rights of grazing and owners’ rights to surplus grazing. We are not entirely confident that the current powers in the Bill prescribe that the information included in the register is sufficient for the purposes that I have described, and my amendment is intended to put the matter beyond doubt. I beg to move.
