The noble Lord said: In moving Amendment No. 3, I shall speak also to Amendments Nos. 39 and 40. There is a problem here. As I have explained to the Committee, I have a farm business tenancy, which I have let out to one of my neighbouring farmers. With that, I have assigned the rights to graze 40 ewes on Gilwern Hill. I have kept for myself the right to graze one ewe on Gilwern Hill because I want to know what is going on on the common. It seems right that given a farm business tenancy, the farmer who has the lease for a long period should be able to register common rights on the registry. That is why I am moving the amendment. I would be grateful if my noble friend would respond. I beg to move.
