Commons Bill [HL]

I may be able to give my noble friend a little more comfort. I attempted to say that 2012 is a target for the Land Registry where many ownerships, of course, are already registered. The target for completing that is 2012. We will look at initiatives to promote voluntary registration with the Land Registry. The problem with having ownership on the register that we are talking about here is that the commons register is, in a way, useless. Claims to ownership on that register are not conclusive, quite contrary to the way in which they are guaranteed by being on the Land Registry.
