The Minister in response to the noble Lord, Lord Williams of Elvel, said that there was a transitional period until 2012, which is quite a long time. I wonder whether the noble Lord, Lord Williams, feels that the amendment to be moved later is adequate, because he has raised a valuable point. Before coming in on that, I want to hear what the Minister has to say. The Minister also said that it would be dealt with in regulations. As Members of the Committee will know, regulations are not in the Bill. I just wanted to add that before the noble Lord, Lord Williams, responds.
