I do not wish to detain the Committee. I wish only that I could take as friendly a view of the Bill as I do of the noble Baroness. I do not want to torture her, and therefore I will not ask her to explain to me again what subsection (3) means, as it seems that the Bill would not be impoverished if the words were taken out. I beg leave to withdraw the amendment.
