I think it is important for the Committee to understand this because the noble Lord has said something at the Dispatch Box which they
will find is slightly different when they look at the impact assessment. The impact assessment looks at non-monetary and non-economic issues to do with policies all over this Bill. It specifically says about this policy that it has not looked at voter turnout. This is not just an economic assessment—it is an assessment of the monetary and non-monetary effects of the Bill, including voter turnout.
