I am sorry, but that is not what the proposed law says. It does not talk about when there is a fight and somebody uses a weapon, and a person who was with them should have known they
had a weapon. What the Bill as drafted says is that anybody who commits any offence—such as, for example, smashing a car window—who has a knife in their pocket can be given an SVRO. It may be that that is what was intended, but it is not what the legislation says.
