My Lords, the Minister has given quite a long reply, which will bear reading. However, it sounded somewhat circular: the various groups referred to in the amendments are not within the definition. But that, of course, is why this long list of amendments was tabled. I felt that the noble Lord,
Lord Blunkett, really nailed my concerns. I am not speaking from the point of view of someone who feels that their concerns have not been picked up, but I was unclear whether the Minister was saying that there were adequate remedies and protections for every one of the people covered by the amendments. I certainly did not feel that the Government accepted that being in the same household is very close to a personal connection—it is, after all, a domestic situation. I wonder whether the Minister can help further.
