My Lords, this is not an area that I normally get involved in in this House. However, having read the papers which were available to me, I realised that there is a deep problem here. Sometimes it does not help to rush in with a solution that just
involves depriving one set of people of all rights, as has been indicated by previous speakers. For that reason, and having looked at the statutory provisions, I would support the noble Lord, Lord Ponsonby, but only go that far.
