The noble Lord is absolutely right to distinguish between continuity legislation and totally new provisions in legislation. Does he not agree that it is bad enough to push a number of Bills and other legislation through quickly to get it through by the end of next month when it is continuity legislation—but that if it is totally new legislation, there is absolutely no justification at all?
