2: After Clause 1, insert the following new Clause—

“Five year review of the effectiveness of deemed consent

(1) The Secretary of State must at least once in every five year period beginning with the day on which this Act is passed lay before Parliament a report which includes analysis and evidence on whether the introduction of deemed consent under section 3 of the Human Tissue Act 2004 has been effective in increasing the number of organ and tissue donations.

(2) The report under subsection (1) must take into account other developments that may have affected the number of organ and tissue donations.”
