Can the Minister just confirm that, even for those terrorism offences that might be considered more minor—not that any terrorist offence is minor—

there is no chance at all of rehabilitation for those individuals: that they will for ever, or for a very considerable time, pose a risk and that a complete change of behaviour is not possible?
