The noble Earl said he did not want to waste time and that is why he did not take part in the Division. May I help him by saying that I am happy to accept his amendment? It does not do anything, but it seems to me that it does not do any harm either, so in order that we can move on to the next group of amendments he can rest assured that I accept his amendment.
