It is incredibly important for students and for society as a whole that all providers of higher education are subject to freedom of information requests. I shall give your Lordships an example. A number

of private colleges provide higher education, but if you wish to find out their progression rates, you are not allowed to do that—the books are closed. However, if you wanted to know the progression rates for students from year to year at a university, that could be obtained in a freedom of information request. There should be a level playing field. In higher education, the same should apply to universities and to any private provider.
