187ZA: After Clause 63, insert the following new Clause—

“Scrutiny of investigatory capabilities

(1) Police and crime plans produced under Chapter 3 of Part 1 of the Police Reform and Social Responsibility Act 2011 must include an annual assessment of the capability of the police to investigate crimes within the 28-day pre-charge bail time limit.

(2) The assessment must consider any—

(a) changes to the number of suspects released without bail,

(b) resource constraints, including in respect of the number of staff,

(c) safeguarding requirements of victims, witnesses and suspects, and

(d) issues around multiagency work.”
