My Lords, I thank my fellow proposers and all those who spoke in this brief debate. The noble Earl, Lord Attlee, in particular, made a splendid speech which had absolutely the spirit of what we are all concerned about, and it was good to hear him.
I was very reassured by a conversation with the Minister in his office that he really has the point on board. What he said tonight underlines that. There is only one thing about which I might quibble. It is the principle that is being raised. National park authorities have the same responsibilities and role to play as local authorities. That is the long and the short of it. That is why it becomes significant they are not listed. Is this some change of policy? Are they not to have quite the same responsibilities? The Government have assured us at every turn that they are. This point needs to be met convincingly but, in view of what the Minister has said, both in and outside the Chamber, I am prepared at this juncture to withdraw my amendment on the understanding that we will come back to it at Report.
