My Lords, I should like to ask the Minister some questions about the application of this innocuous amendment, as he has described it. It is

not that innocuous because it is a power to take over the local plan process and to state that a local authority must adopt the plan that has been prepared for it.

To give the House a little background, in 2010 the information I was given as a Minister was that around 26% of local authorities had a local plan and 74% did not. That was a large proportion, bearing in mind that all authorities—
