I hope I can reassure the noble Lord. The noble Lord, Lord Kerslake, and I had a discussion about this and I hope he will be reassured when we get to Amendment 64A that we as a Government understand that there are different types of tenure required in different local authorities.

The demographics and the need might change and we totally recognise this. That is what I intend to work towards for Third Reading, so I hope noble Lords are reassured by that.
