That is a very fair point, because what we are talking about here is the legislative response, and what we are passing into law here is in relation to the Psychoactive Substances Bill. That is an element of the stick that is part of government policy, but it cannot be set aside from the carrot—if I can express it that way—set out in the expert panel’s report, which said that the health elements must be equally as strong and robust. I have not dwelt on them as much because that is not the subject of the Bill, but it is the subject of government policy. I would certainly be very happy to set that out in greater detail for other noble Lords.
