I have been listening very carefully to my noble friend’s comments. There is a danger that the targets will not be met, although if electrically powered bicycles without pedals which fit the same criteria about kilogram limits and miles per hour are included, they would be far exceeded. We are missing an opportunity, if I have understood it correctly. If it is simply bicycles with pedals, that is going to limit the market very much. I suspect that those who have been responding to the impact assessment may well have had in mind the kind of electrically assisted vehicles to which I am referring.
