Does the Minister not accept that that in itself means that there are two classes of victim? If you are a victim in an owner-occupied property, having your life made misery by somebody in a rented property, eviction is a possible solution. However if you are living in a rented property, whether under a social or an assured tenancy, having your life made a misery by someone in an owner-occupied property, eviction is not a possible solution. Does that not mean that under the Bill there are two classes of victim?
