He has answered many of the questions that arose over the weekend, but may I press him specifically on when he expects phase 2 to start and what work is already going on with non-governmental organisations? Those organisations make the point that they have many people who have already been checked by the Disclosure and Barring Service, but the volunteers coming forward in my constituency tend not to have been. We know that there are already backlogs in DBS checking, so can he assure me that that will be sped up?
I have a practical question about people who are planning to move home over the course of the next six months. Will they still be able to take part even if their address changes?
