Clause 27 agreed to on question. Clause 28, amendments made. Clause 28, as amended, clauses 53-66, 84-92 and Schedules 12-13 agreed to. New clause 5 negatived on division (212 to 306). New clause 7 negatived on division (215 to 299). Clause 68 (Interim operation of margin schemes for used cars etc: Northern Ireland), debated with clauses 69-71, 93 and Schedule 14. Agreed to on question. Bill, as amended, to lie on the table.
