What the hon. Gentleman says is not consistent with our legal advice. We have to make sure that any application of the Magnitsky legislation fits legally and properly within any implementation period that might exist. It would be easier and quicker, as it happens in this case, if we were to leave with no

deal—that is perhaps the only advantage of so doing that I can think of straight off the top of my head, but we will not go down that route.
